The Green Rural Product Certificate (CPR), which brings financial benefits to rural producers who carry out environmental preservation actions in their area of ​​activities, was launched this Friday (1st), in a ceremony at the Palácio do Planalto. The decree that creates the Cédula was signed by President Jair Bolsonaro during the event that is part of the celebrations of the Thousand Days of Government.
 
With the Cédula, the rural producer is encouraged to produce while preserving and starting to receive payment for environmental services, thus achieving extra income. The instrument will allow companies interested in mitigating their greenhouse gas emissions, to acquire the titles through the producer's commitment to maintain the conserved area. CPR Verde links the company that wants to be environmentally sustainable with the rural producer.
 
Economy Minister Paulo Guedes stated that this is an innovation towards a green future. “Whoever owns a rural property and preserves it while producing, he starts to receive, for the first time, payments for environmental services. The payment for environmental services will bring billions to the preservation of the environment, to forests, to parks”, said Paulo Guedes.
 
In practice, the Rural Green Product Certificate represents the largest national instrument for immediate and large-scale operation of payment for environmental services. It appears backed by the carbon stock of native vegetation, the absorption of carbon credits from agricultural production and other ecosystem benefits.
 
The Ministry of Economy estimates a potential market of R$ 30 billion in four years, taking into account the certification of carbon credits for Brazilian forests.
 
Historic
In 2020, President Jair Bolsonaro had already sanctioned Law No. 13,986/2020 in order to change provisions of the Law that instituted the Rural Product Certificate. This change made it possible to issue a Certificate in activities related to the conservation of native forests and their biomes and the management of native forests within the scope of the concession program for public forests or obtained from other environmentally sustainable forest activities.
 
The decree signed this Friday, therefore, proposes to regulate CPR Verde. The decree lists the products that can serve as backing for the issuance of Green CPRs, providing the necessary legal certainty for the development of financial instruments that encourage the conservation or regeneration of native vegetation.
 
The products listed are: conservation of water resources; soil conservation; biodiversity conservation; reduction of greenhouse gas emissions; increase or maintenance of forest carbon stocks; reduced deforestation and degradation of native vegetation; and other ecosystem benefits.

During the ceremony, the ministers of Infrastructure, Tarcísio Gomes de Freitas, and of Education, Milton Ribeiro, who participated in events related to the Thousand Days in Brazilian states, participated remotely in the ceremony at Palácio do Planalto.
