DIGITAL GOVERNMENT

More states implement Balcão Único, a technological solution that simplifies opening a business in the country
With the expansion, the number of federation units benefiting from the initiative reaches 24

Another seven states implemented Balcão Único, a technological solution launched by the Federal Government, which allows any citizen to open a company quickly, simply and automatically, without leaving home and without bureaucracy, through a digital form. The expansion was announced this Wednesday (13/04) by the Special Secretariat for Debureaucratization, Management and Digital Government of the Ministry of Economy, which leads the initiative, and partners.

The new states where entrepreneurs will have the Balcão Único, and thus reduce the time and costs to open a business, are Acre, Amapá, Amazonas, Ceará, Mato Grosso, Mato Grosso do Sul and Roraima.

The general coordinator of the National Department of Business Registration and Integration of the Ministry of Economy, Frederico Cunha, said that the Balcão Único, along with other simplification measures adopted by the Federal Government, has ensured agility and improved the business environment in the country.

“We have now reached 24 states and an average time to start a business, now at the end of March, of 1 day and 19 hours, practically a third of the average time we had in January 2019, when it took, on average, 5 days . With the increasing expansion of the Balcão Único and the consolidation of other measures, the expectation is that by the end of the year we will be able to open companies in the country in less than a day”, said Frederico Cunha, when participating in the live that announced the inclusion of the seven States.

With technology, all the steps necessary for the operation of the new company can be carried out with a reduced number of procedures and completely online. This is because it integrates the data between agencies of each sphere of government. The Balcão Único is made available by the Commercial Board of the states and can be accessed from anywhere, simply by logging in through the gov.br authentication platform.

Through the system, the collection of information is done through a single digital form, through which the entrepreneur registers the company and already obtains the number of the National Registry of Legal Entities (CNPJ).

In São Paulo, for example, before Balcão Único, the entrepreneur had to enter four different portals: two in the Federal Government, one in the state and one in the municipality, to register and start the company's operation.

Led by the Special Secretariat for Debureaucratization, Management and Digital Government of the Ministry of Economy, the project counts on the work of teams from the Special Secretariat of the Federal Revenue, the Brazilian Support Service for Micro and Small Enterprises (Sebrae) and the Special Secretariat for Modernization of the State (Seme) of the General Secretariat of the Presidency of the Republic.

The federation units covered by the Balcão Único are Acre, Amapá, Amazonas, Ceará, Mato Grosso, Mato Grosso do Sul, Roraima, Paraná, Piauí, Rondônia, Maranhão, Alagoas, Goiás, Sergipe, Tocantins, Paraíba, Rio Grande do Norte , Espírito Santo, São Paulo, Pernambuco, Bahia, Pará, Rio Grande do Sul and the Federal District.

Electronic signature
Among the measures cited by the general coordinator, Frederico Cunha, as responsible for contributing to the improvement of the business environment is the electronic signature through the gov.br platform. It is free, has legal validity and is already in use in 24 Boards of Trade in the country, making life easier for the entrepreneur, who saves time and reduces costs to start a new business. Until then, people had to pay for notarization or purchase a digital certificate.

To use the gov.br subscription, it is necessary to have a silver or gold digital identification level on the platform, which can be obtained through facial validation, through the mobile application. Another alternative is linking with a bank account, that is, the applicant must be authenticated at one of the financial institutions accredited by gov.br.
