As of this month, 13 notary offices in Espírito Santos, accredited, will issue identity cards. Initially, the cost will be BRL 40, charged as a convenience fee, but it will remain free in specific cases. The idea is to make it easier for citizens and reduce demand in the public sector. Só Notícia Boa went to see how the initiative works.
 
The director of civil registration for natural persons of the Union of Notaries and Registrars of Espírito Santo (Sinoreg-ES), Fabiana Aurich, said that the registry offices maintain a scheduling system and that the deadline for delivery of the identity card is the same as that given by the Civil police.
 
“The gratuities provided for by law are guaranteed, but if the person does not want to pay the convenience fee, they should go to the public sector. As a rule, people will have their signature, photo and biometrics made or collected directly at the notary”, said the notary.
 
 
For free
 
Women over 60 and men over 65 have the right not to pay for issuing an identity card.
 
The unemployed, who have been without activity for more than three months and who present the Work and Social Security Card, are also exempt from the convenience fee.
 
The same goes for people in poverty or extreme poverty as long as they present the Social Identification Number (NIS)
 
National
 
The country's civil registry offices can issue identification documents, such as passports and work cards, change information on birth certificates. There are currently approximately 14,000 registry offices in the country.
 
The initiative is provided for in Law 13,484/17, enacted in 2017, which transformed civil registry offices into citizenship offices.
 
However, the provision of these services at notaries is not universal, depending on agreements signed between notary associations and document issuing bodies.
 
Issuing a passport, for example, depends on an agreement with the Federal Police; the issuance of the National Driver's License (CNH) depends on an agreement with the Department of Transit (Detran) of each unit of the federation.
 
CPF cancellation
 
The Federal Revenue Service, for example, has an agreement with the National Association of Natural Person Registrars (Arpen-Brasil) to issue the Individual Taxpayer Registration (CPF) free of charge directly on the birth certificate of newborns.
 
The agreement covers the states of São Paulo, Santa Catarina, Paraná, Rio de Janeiro, Espírito Santo, Mato Grosso do Sul, the Federal District, Goiás, Pernambuco, Ceará, Piauí, Amapá, Roraima, Minas Gerais and from Acre.
 
rectification of documents
 
The law that changed the rules of public records also allows that, in some cases, notary offices can rectify records without judicial authorization, such as correcting the spelling of names.
